Combine all the spices, plus the 1/2 tsp of salt and the 1/2 tsp of pepper
Heat vegetable oil in a large, deep pan. Add ground meat and cook til browned, breaking apart and stirring occasionally.
When meat has browned- about 8-10 minutes of cooking- coat with spice mix and flour, then add water and stir to combine.
Simmer meat til liquid has almost evaporated- another 5-8 minutes. Remove from heat.
In a large mixing bowl, whisk together eggs with cream, salt and pepper.
In a large, deep pan melt 2 tbsp butter, then add eggs and scramble til done to your liking, remove from heat.
Melt 1 tbsp butter in a medium skillet, add peppers, salt and saute on medium low til soft- about 10 minutes. Toss occasionally. Remove from heat
steam each tortilla for about 10 seconds so it gets malleable and won't tear when rolling. One way to do this is to bring a pot of 2" of water to a boil, top with a flat splash guard, add a tortilla and cover with a lid for 10 seconds.
Once all ingredients have cooled to roughly room temperature build and roll your 9 burritos- cheese, then meat, then eggs, then peppers, then salsa. Wrap in tinfoil and freeze.
When you're ready to eat a burrito microwave it for 2-2 1/2 minutes, turning once
