Cook the rice to package specifications.
Heat oil in a large pan. Add garlic and fry til fragrant- about 30-45 seconds
Add the ground beef to the pan and cook til brown. 5-8 minutes. Use a flat wooden spoon to make sure the beef is thoroughly chopped up.
To make the sauce whisk together the sugar, soy sauce, water and ginger in a medium sized bowl.
Drain the beef's fat, add 3/4 of the green onions and sauce. Cook another 5 minutes or so.
Garnish with sriracha sauce and fresh onions.
